How community pool chemicals are stored, handled and dosed safely

Why chemical safety deserves board attention

Two rules prevent almost every pool chemical accident: never mix chlorine and acid, and always add chemical to water rather than water to chemical. Everything else on this page is storage and training. Chlorine and acid are what keep the water clear and safe to swim in, and mixed wrong, stored wrong or dosed wrong the same two products cause chemical burns and release toxic gas. Each one's Safety Data Sheet says so in plain language, and that sheet governs how the product gets stored, handled and cleaned up after a spill.

Nobody on the board has to become a chemist. The association owns the amenity and the storage room, though, so the board wants enough of this to tell whether the pool company is handling chemicals the way a professional does.

The chemistry, briefly

Three numbers do most of the work:

  • Free chlorine. The sanitizer that kills bacteria and algae. Your state or county health code sets the minimum and maximum for a public pool. Too low and the water is not safe. Too high and it irritates skin and eyes.
  • pH. How acidic or basic the water is. The CDC's Model Aquatic Health Code, which most state codes follow, puts the band at roughly 7.2 to 7.8. Outside it, chlorine works poorly and swimmers get itchy eyes.
  • Total alkalinity. The buffer that keeps pH stable. When alkalinity drifts, pH bounces around and everything gets harder to control.

Cyanuric acid, calcium hardness and water temperature all matter as well, but chlorine, pH and alkalinity are what a tech is chasing on any given morning. Any company worth having tests those three several times a week and writes down every reading it takes.

The two rules that prevent disasters

If a board remembers nothing else, remember these:

  1. Never mix chlorine and acid. Combining them releases chlorine gas, which is toxic and can be deadly in an enclosed space. The residue in a shared bucket or scoop is enough to do it. Chlorine products and acid products must be stored apart and handled with separate, labeled equipment.
  2. Always add chemical to water, never water to chemical. Pouring water onto concentrated chemical can cause a violent reaction and splash-back. The technician adds product slowly into a large volume of water.

Both rules are printed on the Safety Data Sheet of every product in that room, and a trained tech follows them without thinking. See either one broken at your pool and stop the work that day, before anything else gets discussed.

Chlorine and acid each need their own scoop, their own bucket and their own shelf. The residue left in shared equipment is enough to make chlorine gas.

Safe storage: what a good chemical room looks like

Walk your storage area with these questions in mind:

  • Are chlorine and acid physically separated? Different shelves at minimum, ideally different sides or rooms, with secondary containment so a leak can't let them mix.
  • Is it ventilated? Chemical storage needs airflow. A hot, sealed closet concentrates fumes and degrades product.
  • Is it locked and posted? Residents and children must not have access. Hazard signage should be on the door.
  • Are containers original and labeled? No unmarked jugs, no decanting into soda bottles, lids sealed.
  • Is it dry and off the floor? Moisture on solid chlorine can start a reaction. Flooding that reaches product is a serious hazard.
  • Is there a Safety Data Sheet (SDS) binder on site? First responders need to know exactly what is stored if something goes wrong.

A room that fails two or three of these is a conversation with the pool company. A room that fails most of them is a conversation with your insurer.

Automated feeders and where they go wrong

A lot of communities run automatic feeders and controllers that dose chlorine and acid off live sensor readings, and set up properly that is steadier and safer than dosing by hand. Feeders fail in three specific ways, and each one has a signature:

  • A stuck feeder overdoses, spiking chlorine to skin-burning levels.
  • A sensor drifts out of calibration, so the system "thinks" the water is fine when it isn't.
  • A pump keeps feeding while the circulation pump is off, letting concentrated chemical pool in one spot. That is a classic cause of the acid or chlorine slug that hurts the first swimmer in.

Three safeguards cover all of that: sensors calibrated on a schedule, an interlock that stops a feeder running when the circulation pump is off, and a tech checking the controller's readings against a manual test. Ask your company how often it calibrates and whether the interlock is wired in. Both answers should come back immediately.

Handling and personal protection

A tech handling chemicals wears eye protection and gloves, and a respirator for some products. Product goes in when the water is clear of swimmers, full stop. A shock treatment, meaning a heavy dose of chlorine, happens with the pool closed, a stated waiting period, and a retest before the first person gets back in. Watching a tech pour chemicals into a pool with residents in it is worth a phone call that afternoon.

What the board should keep on file

Good documentation is your evidence that the amenity is run responsibly:

  • Test logs showing regular readings of chlorine, pH, and alkalinity.
  • SDS sheets for every product on site.
  • Proof of a certified pool operator where your state requires one.
  • An incident procedure posted for staff, covering what to do if chemicals mix, if they spill, or if a swimmer is exposed.
  • Emergency contacts and the pool's shut-off locations.

All of it matters most after the fact. Following an exposure incident, an association holding clean logs and current SDS sheets is in a far stronger position than one reconstructing the season from memory and a few text messages.

Questions to ask your pool company

  • How often do you test, and can we see the logs?
  • How are chlorine and acid stored and separated on our site?
  • Do you calibrate the controller, and is the feeder interlocked with the circulation pump?
  • Who on your team is certified, and what is your procedure if there is a chemical incident?
  • Do you carry insurance for a chemical exposure claim?

A company that answers all five without reaching is one you can hand the most hazardous part of the job to. A company that gets defensive about a routine question has already answered it.

Making it easy to verify

The hard part for a volunteer board is confirming, in October, that the answers you got in April are still true: the CPO card still current, the storage room still passing a walk-through, the insurance still in force.

Chemical safety is a documentation problem as much as a handling problem, and the documents are the part a board can check for itself. Post the pool work, take proposals from local pool companies, and read them side by side before your board picks one. Your association signs with the company it picked. A pool company proposes once three documents are current: general liability, workers' compensation, and a CPO card. Each certificate is verified by a person against the limits your community set, expiration date included. Insurance runs on a 30-day renewal window; a CPO carries none, because an expired CPO is not a CPO. The tech does the dosing and the testing, and the credentials, the test logs, and the company's own invoice sit on one screen where your board can read all three together.
