A community association answers to two layers of rules: the state's law for associations, and its own declaration and bylaws. This reference lists, for all 51 jurisdictions, the act that governs homeowner and condominium associations, who licenses the contractors an association hires, and who regulates community pools. Each entry links to the code or the regulator, so you can read the rule yourself.

This is a starting point, not legal advice. Statutes are amended, and your declaration and bylaws may impose stricter requirements than the state does. Verify against the current code and your association’s counsel before acting.

How to use this

Start with the act for your kind of association, then read your own declaration and bylaws, which may ask for more than the state does. Before you hire, check the licensing authority for the trade, then confirm the company holds the license and a current certificate of insurance. Pool work adds the pool regulator.

Take this to your board with the paperwork already done.

Post the work once. Insured local companies propose on it, your board reads the proposals side by side and picks one, and your community contracts with that company directly.
